Quincy really arent going to be allowed. Same with Bounto. Humans will be allowed, and theres a twist to them, but what you see for the moment will be what you get.
A). The amount of members is too lacking to open those races in the first place.
B). They dont fit with our current storyline.

It makes sense why SS and los noches dont even get filled. If everything gets filled up im sure there will be an oppertunities to create a quincy clan from the shingami side of the world and such not. Isnt hard to do but you have to work on a suitable history and various arcs/stories
